Not to get overly involved with your deal, but the question is what is the spring rate stamped on one of the 440's chrome coils, usually near one end.
They generally sold with either
heavy duty or
standard rate springs, and I cannot recite those spring rates (and it's possible there was more than two), but that will tell if they are OK for two-up (or at least a steady diet of it). Though, if the two of you are light, and you crank the preload down enough, standard rate springs may be adequate. There is no special tool to turn the prelaod caps (like for OE Showas), but on the bike, I have to use a strap wrench to turn mine. If they are heavy duty springs, they will be fine for two, and maybe stiffer than you like one up.
The 440s have ten full 360* turns of adjustable preload (of the top cap), so they can be turned down stiffer, but the spring rate is still relevant. The softest setting is with the preload all the way out, and each full turn of the end cap will reveal one thread under the top bushing.
And with less travel than OE length 13"s, that will even be more relevant.
Also, though issued with a lifetime warranty (to the original buyer from a licensed dealer with a receipt), Progressive won't rebuild 440s for anyone anymore. I'm not trying to nix anyone's deal here, and I think $150 for a $600 pair of shocks is a pretty fair deal. Just trying to help with information.

I think Progressive has scrubbed their site of 440 information, but they had excellent customer tech support on the phone when I talked to them years ago. Also, a little searching on line may reveal some of their 440 pdf files which had all the details.
