Carb Question. What is this port?

Can anyone identify what this port is on the bottom of carb 3. I'm in the middle of a carb rebuild and a desmog. I don't remember what was connected to it. It's a California Valk if that makes a difference.
There is a Red arrow pointing to the port in the picture.

That appears to be the port for the No.11 vacuum tube, which goes to the EVAP purge control valve. It's a California thing, I think.

I have a California bike. That's where the vacuum hose from the fuel valve goes. The smog hoses don't attach to the carbs, they attach to the intake manifolds on #3 and #4, close to the cylinder heads.
Routing all those hoses ... makes installing the carbs & airbox like a jigsaw puzzle.
