When I install a replacement pigtail do I cutoff the inline fuse to connect to the PC-8?

Since you are just learning to use the voltmeter Britman, maybe first verify it is working by putting the probe to the screw for the heated jacket liner on the PC-8 and verifying you get a 12 volt reading on your meter.

On my jacket liner, the indicator light will not come on until the on button is pushed and held for a few seconds, once power is turned on.

Red probe to screw (red wire) and black probe to frame?

Heat controller is a turn/click on rheostat.

Yeah, with the key on and the meter set up like Jersey said. 

 Is the ground wire for the pig tail also connected to a screw on the other side of the PC-8?

That screw shows zip, nada, nuttin, zero, zilch.'

All the other red wire side screws show mucho volts.
