Does the 99 tourer have the same one piece seat as the IS?

it would be two piece, same as the standard model.

The IS has a larger gas tank, therefore the seat is a little shorter in length. They are ALL interchangeable. Some would fit better, you might need to do something with a non-IS seat on an IS. I believe the std/tourer has a bolt in the back to hold it on, but then the IS uses a tab, and my tab was cut off the trunk by a PO.

As above, no but a stock IS dual tour can probably be made to fit (though there may be some space at the nose).  And most aftermarket Tourer seats are also 2-piece.  But aftermarket dual tour seats for Std/Tourer are made by Corbin (concrete) and Saddlemen.

I have a solo seat from a standard that I put on my IS when the Trunk is removed.  Fitment is good

Common misconception.  The additional room in the Interstate tank is in rise, not length.  The tanks are the same length.  The nose of the Interstate saddle does not slope forward as does the Standard saddle because the rear of the tank doesn't slope forward at such a shallow angle.

Putting a (post 2000) Standard saddle on an Interstate will likely scrunch the nose bit it will fit.  Taking a bit of the padding from the nose will remedy that.
