First startup since rebuild, super high 3K idle

So I've finally got to the point in my rebuild that I could fire my 2003 up. Carbs were all reworked and the fuel rail seals changed out. New jets were put in and slows were upped to 38s. Initial settings on pilot screws was 2 turns, and they have now been backed off a 1/2 turn. Still starts up and goes right to 3K.
First startup she immediately jumped to 2500 RPM and then moved into 3000 RPM. All of the idle screw linkages are all now loose and the main idle knob on #3 is also all the way off. Throttle linkages are all loose as well so there is no tension on the linkages.
The Digisync is showing the RPMs at 2850-2900 when it starts up and the #3 is naturally higher than the others since there is no tension on the screws.
I'm going to put a borescope down the airbox intake tubes to see if something is stuck wide open. Any suggestions from anyone that has run into the problem before? Search isn't giving me a lot of luck on this one.

Okay, false alarm! Fun fact time: loosening all the screws in preperation for tuning has the opposite effect and increases RPMs. The linkage pushes on the left carb bank linkage, throwing everything out of wack.
Start your screws at least 2-3 turns in after the slack is taken up. World of difference and the Digisnyc helped me bring in the rest.

Also verify that there are no vacuum leaks in all the hoses. I assume you changed out all the hoses on this rebuild. There may be a loose one. I had similar symptoms after I refurbished the carbs. Loose hose was the culprit.
