Does it wear? Should it be replaced along with o-rings each tire change?

I've replaced it before. It was hard to tell the difference between
the old one and the new one. If it looks OK, it probably is OK, should
last way longer than a tire...

They get thin over time. They don’t need changing every time but every few years. I can tell just by holding a new one and old one when the old one is thin

Just order one unless you're concerned they won't be available in the future. They last a long time. Remember to grease them before installing.

I cut one out of about .015 oil resistant gasket material.....and added it with the plastic one.......took some of the slop out of the flange  piece........works fine  Just don't over do it,,,,,when you torque down the axle nut, the wheel won't spin.....chuckle
