While riding home from work in the Bronx I saw a man with a 2 or so year old on the tank, facing backward riding a small motorcycle
Neither had a helmet
I almost made a u turn to try to follow him
Then I thought better of it and continued home
All I would have done is pissed off an angry father who may not even have understood my language
I would expect this in the Dominican Republic not in NY
And forget about any nypd ever giving chase to illegal bikes If you dont have a license plate you do not get pulled over

reminds me a few years ago on the ATV local trail near me which is fairly smooth, but does have bumps in it at times. An old junker RWD ATV younger dude was pulling behind a plastic wagon with just a hitch bin bouncing up and down violently doing 20-25 mph or so and saw NOT what I could believe in the small kid wagon. It was 2 kids, guessing his?, one was an infant well under 1 year old and what appeared to be a 2-3 year old attempting to hold onto his younger brother/sister infant child.
Now if it was 10 mph or under fine (well sort of), but not even secured properly that hitch pin could easily pop loose the way it was bouncing around going way, way too fast 20 mph or so especially on a plastic wagon that has no suspension just plastic wheels.
I do not think they make helmets small enough for a 2-3 year olds, especially for an infant not even able to hold up their heads by themselves yet.
