I assumed it was stock.  Mine is exactly like that ... though not as hazy.    Same mounts and all.
Best I COULD find on it was the following mark embossed in the bottom right corner:

AS[ ]
M-121-C
FMR Sheet  dot - 951

Where the [ ] is an indiscernible letter to my aging eyes.

I believe the full surround circle headlight cutout is/was only made by Honda (OE, and no aftermarket)

OE Honda is polycarbinate.  For a 98 Tourer, it says no longer available (#1).  https://www.procaliber.com/oem-parts?aribrand=HOM&arian=MOTORCYCLE#/Honda_Powersports/GL1500CTA_(98)_VALKYRIE_TOURER%2c_USA%2c_VIN%23_1HFSC343-WA100001/GL1500CTWINDSCREEN/GL1500CT-98-A/14MZ0VE1AMZ04F3700BA/y

I believe most go to replacement shields From ClearView (which is lucite-plastic, not Polycarb) but the headlight cutout is NOT a full surround, but very good quality.  Thicker, and more easy to polish out defects than polycarb.  Save that hardware, which is Cobra (the OE Tourer cross-piece has Tourer engraved on it).

ClearView choices for Tourer (using OE or Cobra hardware).

And you can order one with a (closable) vent.

Both my Interstates have ClearView replacement shields.

It's not a move down (in quality) at all.

Just make sure you follow their instructions and leave the film on through install (should a return be necessary, pretty rare).

Around 2007 or so I got a OEM Honda screen, it had poor optic quality. The shop got
me another one, it was better but not perfect. Then I got a Clearview, it was a
Clear View  cooldude ... hang on to your hardware, it is mostly unavailable, and
what pieces and parts that are still on the fiche are real expensive...

As suggested here I Order from Clearview, Clear 21in no vent - $170.00 + 42.00 shipping  Smiley

As posted above I searched the part# 1 bare windowshield (no hardware) NOT AVALIABLE as Honda new

However, theres a few onlines and at ebay $$$ with all of them but you cant tell how bad its scratch and they all look kinda yellow I guess after 20 years at most the plastic fades.

Saving the hardware and maybe the shield for a few years only to watch it wind up in the trash and from what I remember years back  the Cobra flood light were shocking $$$$

Again Thanks All
