So I have an 03 standard with a Memphis shades fairing w/lowers and an 8" shield. Also have a set of Moto wings. I installed a set of interstate hard bags ( by the way I have 2 interstate emblems off the bags if anybody needs them) sorry "Squirrel " Back on topic: now when I ride the air pocket is filled with the exhaust fumes. I have an American Flag attached to my passenger back rest and I can see the flag blowing towards the front. I have adjusted the Moto wings until I have buffeting, not good. How can I remedy this problem?

Ride faster, outrun that exhaust.....LOL  Guessing you are talking about the Baker Air wings. You say this just started after the bags. What kind of exhaust are you running? What is the length?

Got no experience with fixes for this but I'll get out a thought or two. The physics: You and the bike are passing through the air and by doing so your mass is displacing the air and creating a low pressure area directly behind you. (Your flags are blowing towards you). The exhaust is being pulled into the low pressure area and somehow the bags you installed are channeling the exhaust to that low pressure area. Couple ideas. You can try to increase the venting from ahead of you. Remove the motowings, adjust whatever you can to get more airflow from the front end to fill the low pressure area. The most effective way, at least to me, would be to modify the exhaust. Not sure what kind of exhaust you have, but if you could route it at the end to as to have it come out the sides or down instead of straight out the back.  Or find a way to extend the exhaust pipes with a stack. I would think just a few inches would do it.

The question is (regardless of exhaust) do the pipes extend past the bags.
I've two interstates with bags and stock exhaust and Air Flow 18" stacks, and they only extend past the bags maybe an inch, but no fumes.
Do you have turn outs or downs or slash cuts?
Could you have developed a small leak elsewhere, like the headers?
Also, do you have the OE mounts and heat shields; you aren't melting the bag bottoms?

a vacuum builds up behind the main shield and draws the exhaust forward.
some causes per your favorite adult search engine,
poorly designed aerodynamics of the main shield, and/or needs some airflow on the back side of the shield to breakup the vacuum, this usually is the problem and fix.

Some more details : I have MarkT mild to Wild w/36" straight pipes out the back. The pipes go past the bags. No turn outs or down or slash. I have about a 1/4" gap between my fairing and the top of the headlight to add air to the vacuum. I changed to the hard bags because the leather bags were sitting on the exhaust and melting. I do have the heat shields. And I stilllll have the smell at 105mph.  And yes they are Moto wings, not baker air wings.

Google search found: Leave no gap, make sure the fairing sits tight against the headlight. Or leave a small gap for air flow between fairing and headlight housing. Or cut a vent in your windscreen. Or adjust the tilt of your windscreen. Or adjust the height of your windscreen. Or add lowers. Or add air wings. Or add pvc pipes below the windscreen to bring outside air up the pipes to exit behind the windscreen.
I've tried everything except the pvc pipes

I was running the Honda touring shield with baker airwings, had the exhaust odor. added memphis shades fork wings, reduced the odor, then installed the larger fork wings, had odor ntermittently, more times not. Now use Rifle largest shield, it is more aerodynamic than the Honda. allows more adjustment which results in larger gap at headlight. everything is the same and now have had zero exhaust odor.
