About a month ago I bought a 99 Interstate and it mostly fit like a glove right away, but after about an hour I start to feel like I am holding myself forward with the bars.  Like they need to come back about an inch.  Problem is they already tilt back at about the same angle as the forks and any further rotation rearward would lower the bars more than move them rearward and tilt the ends of the grips down more than seems good. 
Anyone know of any good ways to move the bars back?  I would like to avoid swapping to different bars, but it seems like that might have to happen.
I have noticed that some of the lowering seats move you forward on the bike, but seat-height wise I am good and would hate to put more bend in my knees.

         I purchased here off our classifieds-right time right price-a set of one inch risers complete with the longer bolts. I am also on a 99 I/S. The difference those risers make is frikkin awesome. I do NOT know what make they are.  Lips Sealed Complete easy peasy bolt on. No/none/nada/zero cable adjustments.  cooldude And try very Hard to stay away from the Chinese risers. There are stories here of the bolt(s) failing or the riser itself failing. Wish i had the manufactures name fer ya. RIDE SAFE.

Max, almost everyone (short or tall) replaces the risers (not the bars) for shoulder comfort.  OE risers are 3 1/8", and you want 4."  The one inch riser spacer O2S referred to give the same movement, and are cheaper, but are hard to find (for one inch bars).  The added rise and pullback equal pain free shoulders.  Just so you know, the Interstate bars are a quarter inch narrower than the other Valks, but this makes no difference to taller risers.

Also, the 4" risers (for metrics) are plug and play, no changes necessary to wires or cables (though you always want to bench test the throttle cables at rest from lock to lock, just to make sure0.  And you may want to turn the plastic wire guides on the back of the bars around 180*.

They are only listed for VTX, but I think they left Valk off the website just because it's an old bike (call and check).  You can get cheaper, but not stronger.  (out of stock... hmmm)

The other place to check for strong risers is SCOOTWORKS.  

DO NOT forget to pad the tank when the riser bolts are loosened.

You want pull back risers for a 1" bar.  The amount of rise and pull back is a personal choice.  I have 5" pullback risers on my Interstate... but you likely have longer arms than I.

The Aeromach risers are pricey, but well worth the money.  I’ve had them on my bike almost since it was new in 2000.  If you decide on these then one word of warning...don’t spin the risers onto the bridge or you’ll mar the bridge.  Tighten the bolts from underneath instead.  Many learned the hard way back when our bikes were showroom new.  Of course if you buy round risers then you can spin them on as any scratches will be hidden.

Wow you guys thanks for all the replies so fast. 
I found the Aeromach site and they are out of stock.

It is almost Christmas so everything I am buying right now is for other people.   Undecided Wink
Not doing many long rides in Reno this time of year anyway!

I also run the Aero risers. They made the same difference for me as they have for the other posters.

Has anyone tried the Rox Speed FX 2″ Chrome Pivoting Handlebar Risers?  (https://www.jpcycles.com/product/503-426/rox-speed-fx-2-chrome-pivoting-handlebar-risersm)
I like that they can pivot.  Between that and rotating the bars it gives you a lot of adjustment options.
