has 12 of top 20.  does not surprise me one bit with all the bars and drunks getting a slap on the wrist for 3rd or 4th or 5th offense driving drunk.   I say one and done with being on the road of which will not stop them anyways they will keep driving with no drivers license regardless unless locked up just like the 1000's still driving with NO mandatory vehicle insurance here in WI.

Unfortunately , what you said - "they will keep driving with no drivers license regardless unless locked up" is more true than you realize -  and not just in WI....

Obviously, the laws need changed and enforced to change the culture there.
My suggestion would be to not only suspend the driver's license but to confiscate the vehicle and sell it at public auction or let the local LEOs make it into a DARE vehicle.   The offender would still be liable for any loans associated with the confiscated vehicle.   Hard to drive impaired without a vehicle.  May not pass the legal test but, I know this is done in drug seizures.

Not one southern state city in the top 20 … I call BS on that you can't kick a cat without hitting a honky tonk in Nashville . The east coast of Florida and panhandle is lined top to bottom with bars. Maybe the northern folks stay home and drink since the weather sucks  Undecided

      When I lived in that Il-Wi area-left in 78-half a load on was a near Normal way of life. And even then Not much more than wrist slaps. RIDE SAFE

  A while back in Illinois a young mother was at a stop light in a pick up truck with her young daughter .  She had just picked up a load of mulch. She was rear ended by a drunk. She died of  a broken neck, Daughter lived. Drunk lived. That was his twentieth dui.
  His lawyer , the judge and the pos should be in the same one bed basement jail cell with no window.

Don't get a DUI in AZ. One of the toughest states. UBER and Lyft make a lot of $$$ taking drunks home.

That list does not surprise me.  Places like Key West and Nashville have plenty of bars, but a lot of it is tourists doing their annual bar hopping week.  Daytona Beach is one big bar for Bike week, then it reverts back to being a regular town.  Some places in Wisconsin, it seems everybody in town goes to a bar every night of the week, all year round.  Some towns around Pittsburgh are similar.  Every day, after work, same crowd at the same bar.

a TON of places (small towns) locally in WI near me the locals go to bars nearly EVERY night and stagger home drunk while driving still, but that older generation being my dad's age when in his 50s and 60s some 20 years or so ago are dwindling with most now over age 55 or so still going to bars.  My dad and his buddies driving to work together back in the 70s and 80s use to get drunker than a skunk after working in the GM plant at the local bars all over the place coming into the door at home nearly every single week staggering even falling down often from drunkenness.   Get back up at 5 a.m. to do it all over again day after day for 33+ years.  He had one fellow Jerome whom I shared a birthday with who he use to hang around with who died before my dad did was full fledged daily alcoholic he even drove over to our house totally plastered some 15 rural country miles on a 50cc small honda scooter and drank NO JOKE while at our house a full small bottle of brandy then drive back home on his scooter doing 30 mph no helmet plastered in a 55 mph speed zone which right there alone was illegal even way back in the 1980s. 

Even my one main drag 100 yard long downtown of total population of 1200 has 5 hicktown strictly bars and a restaurant that serves alcohol (make that 6) plus a fancy diner (make that 7)  and although not full like they once were, are still around to this day. I have only stepped into ever 3 of the 7 though in over 25 years living here.  I prefer to drink at home is cheaper and can drink more...   cooldude

They do drink a lot in WI though or so it surely seems like it probably more so than any other state on a day to day basis.   Tougher driving laws are needed though that is 100% a fact.

The comedian Lewis Black does a hilarious bit called drinking in Wisconsin you can see it on YouTube. And its in front of a Wisconsin crowd.  The top 4 all in Wisconsin wow.

Many years ago (1975), I almost got thrown in jail for drinking a beer in Key West.

I wasn't drunk, but I didn't know you weren't allowed to cross the street with your beer (like New Orleans and many other places).  The cop said I was under arrest, and I said only if you can catch me, and took off like OJ Simpson through the airport.  The cop wasn't very fast, but was very pissed off.  I kind of stayed off the streets the next few days (was down there for a month).  Drink beer until 4AM, sleep till 2PM.  It's also the only place I ever got asked to dance (several times), but they weren't my type (at all).

thanks for that link, will have to look at it.  Yes,  top 4 in WI that is probably something not to be too proud of considering all the drunken drivers around me.  If it is not the texters, it will be the drunks that get you.... Undecided

Being a southern transplant, I take advantage of the multiple work trips to Horicon WI. I miss the Midwest small town bar scene.
