I checked parts diagrams at parzilla and can't find any differences in any other components of either front or rear wheel assembly. I suspect that could be due to some rims are polished (like on my 2003 deluxe) but that still does not make much sense?

Rear wheels on 97, 98 and 99 Tourers/Standards were one kind.

Interstates came out in 99, and had a different wheel. All wheels
were the new kind after that.

The difference is related to how the rotor attaches. As long as you
match the rotor to the wheel, you can use any wheel on any Valkyrie.
