Of course there are 100 rules about required minimum altitudes. Rules that if broken can get a pilot's ticket pulled (and a court martial to boot), but I like flyovers that make me want to duck (difficult in NYC though).
When our 3-star 15th AF commander retired, we had a full blown pass in review on the (Billy Mitchell) old March AFB parade ground, and I got tapped to lead a squadron (oh God, I only marched in officer training for maybe 3 hours, 9 years ago, and I'm not that good at it), and then the idiots didn't mow the field and marching in long grass makes everyone appear inebriated.
So March was called Tanker Town USA (before closing), so A KC-10 comes over us so low, it had to pull up to clear the flight line control tower. People noticed, and cheered. But the powers that be went looking for heads (pilot heads). Being smart fellows, both left and right seaters (senior officers) already had their papers in for retirement (like the next day) so their heads were not chopped off.
The other funny thing about this parade was that the usual command given to kick the ceremony off is (properly bellowed)
Pass in Review. But over the PA system, a lot of us thought it sounded like
Pass in the Nude. Man, I miss those days. (but not the marching)


And when one of these fat bastards goes over your head at 80 feet, it seems a lot closer to you than that.
The best pass in review I ever saw (in person) was of course a basic training graduation ceremony at Marine Corps Recruit Depot (MCRD) San Diego. Now those guys can march!

And it is interesting to note that this is the only formal ceremony among all service branches that is entirely led by NCOs.
