Got a friend with a 99 Interstate with a cooling issue. He’s from Dallas area.

Will do. I just spoke with him. He said he added coolant to the tank three times and went for short rides. His fan comes in now and the temp light stays off. He is NOT mechanically inclined so I didn’t bother talking him through burping the radiator. I think he’s heading home to Dallas tomorrow with an extra gallon of coolant. I’m 1000 miles away or I’d be helping. Thanks.

He says there’s NOTbeen any drips or seen leaks. I had him check for water drips out the hole on the water pump and he said nothing was there at all.

I have him SCain’s number.

Let us know how it works out for him.

This sure doesn't sound like one of the common cooling issues like a leaky radiator hose.  That coolant has to go somewhere.  If it doesn't leak on the ground, it often goes out the tailpipe or into the crankcase, usually due to a failing head gasket.  He might want to have a look at the dipstick in case it's getting in the oil.
