No key for a set of bags.

How do I get a key made?

Hopefully they are not locked.

Take one bag into the locksmith?  (unless you can pull a lock cylinder).

With the key from the bike they will be mounted on, he might even be able to make keys that fit everything.

They aren't on a 1500cc Valkyrie.

I mean, even if it's not a valk or valk bags, or some combination, it's possible a locksmith can make a single key that fits both the bike ignition and those bags.

EDIT:   Though it might only be possible if both ignition and bag keys can be made from the same key blank to start, but I don't know for sure.

Any numbers (or code) printed on the locking mechanism?  That could help a locksmith or the manufacturer dealer cut a new key.

Also, maybe try this guy -- https://www.cyclekeysonline.com -- they've got it goin' on with motorcycle keys.

Good luck!

The 5-pin tumblers used in our Valkyrie locks are EASILY (and I mean, EASILY) re-keyed. No need to take the saddlebag in. Simply remove both bag latches w/ lock cylinders in place and take them to the 'smith -OR- look on eBay for "pin tumbler refill kits". Order one and you'll have enough pins to do a bunch of Honda locks. You can get at the last pin in the series (which holds the cylinder in the body) and once that's out of the way the cylinder should be easy to remove - with a little pickin' and grinnin', of course.

Been there, done that too many times to count. If you were local to me I'd re-key them for a cup of decent coffee.  cooldude

Either try Bagger John's suggestion or....if you don't want to carry two keys have one side cut for the bags and one side cut for the ignition. Now you have one key that fits both locks.

Here's a good representative link:

https://locksmithstore.com/automotive/wafers-springs

An eBay search for "lock wafers" will also yield a complete kit of these. I've bought flea market locks for a buck or two apiece over the years for the cylinders, wafers and springs but wouldn't mind getting a kit to have on hand.
