It doesn’t blow.
I’m getting about 0.47 volts through the “hot” lead to the horn. I checked the switch and it appears to be working and has continuity in both the hot and ground leads all the way to the horn when the switch is closed. According to the wiring diagram, the hot wire going into the switch (black with brown trace) goes from the switch into a 9 pin connector inside the headlight housing and exits as a black wire all the way to the horn connector. The ground wire (green) from the switch enters the same connector and exits as a black wire all the way to the horn connector. I thought there might be a relay somewhere but I just don’t see it on the diagram.
So where does the 12 volts come from?

On my wiring diagrams, one horn black wire splices directly to the green harness wire (GND). The other horn black wire depends on the model. On the Interstate (14-pin conn.) and '97-'98 (10-pin?), it become a light green wire on the other side of the connector and goes to the switch. The other switch wire (Bl/Br) goes through the connector and joins the black harness wire (+12V), which powers many other things, like the brake light switches.

Finally figured it out. I was referring to the wiring diagram in the service manual and the print for the circuits are so small and close together I crossed a couple. All is well now.
My eyes are very keen lately.

If you decide to add a relay to the horn setup, just be sure to get a relay with a feedback diode.
