At least in Colorado, legally you note the discrepancy, do the math and enter the actual mileage on the title when you sell it.  There's a reason it's made difficult (but not impossible) for anyone - or "perps" - to change the mileage reported by the speedo.  Of course for every such assumed fraud preventive there's a dodge available soon or eventually.  To everyone on youtube.  Speedometer fraud is pervasive and a real problem.

If you are an electronics wiz and know what language and interface you need to communicate with the cluster module, you should be able to write whatever value you want in the ODO.  There may be a seed and key message needed.  I used to have a program on my work computer that I would allow me to write to GM clusters.  It has been many years and computer refreshes since I had to do it.  It is possible, it just isn't easy.
