The throttle isn't rolling off. That could be a mistake with your hand not rolling it off, sticky throttle cables, or weak return springs. Since it is a two cable set up, using your hand strength should roll it off even with sticky cables.

With the bike parked and out of gear. Roll the trottle up a couple grand then let it off. If your RPM comes down slowly, look for why. Maybe throttle cables need lube. If you have had the tank off and moved things around, the throttle cable could be out of position causing binding. There are other possibilities, but before I go down a rabbit hole, I try to find the simple solution based on what was recently changed.

after doing some reading on Dr. google, I think the RPM jumping is due to pilot jet screw not being setting correctly. I came across this guy explaining why!! https://www.youtube.com/watch?v=DLldmBzqR_s anyone has a trick up there sleeves on how to adjust the pilot screw without tearing the carbs apart again. FYI, last time I took the carbs out I cut the screws to adjust them with a screw driver after I watched D-Ray's video on you tube!

Color tune it. Little pricey for the tool, but well worth it. David

David, do you have a pic of the tool? https://www.gunsonshop.com/contents/en-us/p209_G4074-Gunson-Colortune-See-Through-Spark-Plug-Kit.html looks like they are on back order. I like them because you can tune each carb. It's a see thru spark plug and when you have it adjusted right it is a blue flame that you can see. After sanking my carbs I had my rpm go up and down plus some popping in the exhaust. Trout Dude was telling me about his and I ordered one. It does very well. They have some videos of it on you tube. figure out the RPM jump, it was due to the idle knob, between 1 & 3, I was adjusting up too much, thinking it will fix my issue. I turned it back and the RPM stopped jumping when shifting. the issue that I have now is my RPM is at 500-550 at idle! how do I solve that

Check Amazon or elsewhere for a Pit Posse carb adjusting tool. It works very well. It is 19 inches long and has adapters for different pilot screws including slotted and the Honda D.

My problem with adjusting the idle screw back to 800-900 is going to put me back to square one for now

If it idles at 500 when first started that’s normal
