 :-\Installing new tires, cleaning the wheels and have new dust seals.  The attached photos are the seals as when I remvoed the wheel.  The left seal I'm not sure if it's correct, maybe it doesn't matter with the odometer.   I have the service manual but can't tell which direction it's facing in the pic.   Does anyone know the correct direction it should be installed.

Looking at the service manual on pages 13-12 and 13-13 shows what looks like your pictures as correct.
