Hi. I'm new to this forum. I picked up a 98 Valkyrie last week. I'll be going through maintance and fix up this fall and winter. I plan on getting it on the road next Spring.
For the first question. For under $100, How would you address the rear fender
1. Fender tip. (Not sure if it would cover bad area.
2. mud flap
3. Sand bottom 2" of fender and paint black.
4. try to repaint with touch up paint.
5. Cut off 2" of fender and add fender tip.

Ask around locally. I know several people who have that final section of the fender just lying around.

That is what I would do too. The fender has a front and rear section. I would find a replacement rear section. Check locally. Put a wanted ad in the classifieds on here.
Check eBay.
Check Facebook Marketplace or one of the multiple Valkyrie forums on FB that allow parts sales.  Someone has one for you.

I think the bottom of the fender is the least of the problem. The fender has a huge crease in it above the turn signal stem. (Unless it’s just an optical illusion)

It is no illusion. Once the rear fender section is off, I'm hoping to wofk that crease out without disturbing the paint.

I'd find another fender section (regardless of color) and have it refinished. That one is going to be a lot of work to make right.

Gotta agree with the others. You'll spend a lot more time, and probably the same amount of money, trying to get that one right.

Show Chrome rear fender extension.  They made/make them for front and rear.  May be out of production for the 1500 now.  Lots of guys ran these on 1500s (front and rear).

You'd want to be sure there wasn't rust under it, but the last pic in your link shows dirt but maybe not rust.

I want to touch up some of the blue paint with the closest matching Dupli-color paint avalible, but can't find a dupli-color color chart.
I realize this is not a quality repair. just tring to get rhe bike looking better on a shoe string budget.

Your 1998 is Pearl Coronado Blue (PB255M) with Pearl Ivory Cream (Y137M).

Call Color-Rite and they'll sell you an exact match.

There can be a problem using a color code resulting in brand new paint.

Sometimes a color scan (of 20yo paint) can give a better color match than new paint. 

It depends on how good your paint is.

That looks like a pretty good repair for no money IMO. Massage it a little more touch it up and go ride.  I have seen some mods to perfectly good part that looked worse than that.
