I am sure Serk will be along any minute to resolve this but, I just did a search and it appears that you can import the PDF into Microsoft Word.  (first link)

And this

I did not believe what is said above and tired it on the MacBook and it did not provide any obvious options for editing.  But will look again.

You can get Acrobat reader for free.

If you want an editor, you should be able to find older versions of Acrobat Pro for a very small price. There are subscription versions and lifetime versions. I have been using Acrobat XI Pro (no subscription) for many years. It is no longer supported, but it does everything I want (add text and graphics, edit forms, crop, add pages, delete pages, etc.).

Send me a PM or email if you are interested in additional information about Acrobat XI. My email is my user name at gmail or yahoo (it is 4 zero, not 4 oh).

If you just need to read/print a PDF file most modern browsers do it just fine. I know MS Edge and Google Chrome do it fine, just drag and drop the PDF file into an open browser window and there ya' go...

As was also mentioned, Word and most other modern word processors can read/edit PDF, although the editing isn't always the most elegant...
