All those I ever saw (or used) were plastic/polymer.  They had nice chrome and looked good and didn't rust.

My Ace Hardware has them. Bought some awhile ago, I assume they still have them. Also carry chrome bolts.

I have a rouge wheel and just polish SS heads as it is the only part you see and don't rust. The only downfall of SS is it not magnetic thus care needs to be taken using them. The following vendor is my favorite besides Ace and Menards. Home Depot and Lowe's aren't as well stocked or inventory isn't well kept.

I took have polished stainless steel with good results. My only problem with stainless bolts is cost and their relative weakness compared to carbon steel bolts.

Its really more dependant on the material grade of SS that is used. There are several types for fasteners.
Same with carbon steel fasteners too on the material grade used.

Well I needed some hardware so I placed an order with Allen Fasteners. They also have electrical terminals too. $31 later and $11 of it was for shipping but their prices are really affordable you just got to place a order worthy enough.

And yes SS comes in different quality just like carbon steel, aluminum, etc. I always use anti seize on my threads especially on aluminum. It just works. No Loctite unless its a "iron head" of vintage years.
