Fuel Starvation Issue? 2000 I/S

I have been having issues with the bike randomly starving for fuel (AFC-121 installed, desmogged), it ends up stalling the bike up when I squeeze in the clutch. When I pull over, I open up the gas cap, and I start it back up, and it's good to go. So, my first thought is that the gas cap vent is plugged. I don't see a vent within the cap itself. When I blow air through the overflow line, nothing blows through to the tank. Is that normal? All of my other bikes is a clear line. Where does that line vent to inside the tank?

Sounds like whoever took the fuel tank off last pinched the vent line at the rear of the tank. Not that hard to do if not careful.

That'd be me, and I'm mechanically inclined, and that's not the case. The line is checked, and it's fine. It's the vent nipple itself not allowing air to be blown through.

This could be a version of my coolant bottle problem, which was a bug or spider blocking the line. I'd try using a small gauge, like 22AWG, copper wire to push into the vent. The copper should be able to curve with the vent pipe, until it reaches the top of the tank. Watch for bug parts falling into the tank, if this actually works.

Pay attention to the species. Different ones target different spiders. If you see a lot of the yellow-legged variety around, they have an affinity for brown recluses - so careful where you stick your hands.

Those of that us are old enough to remember speedometer cables. Yes, Tourers have them. I have a couple different sizes. They make great flexible drill bits. Use caution. I have used them on a lot of restorations and hard packed grease fittings. Copper wire will work as a straight push , which is what I would try first. I would not spin a copper wire in a vent.
