Mandatory jail sentences is the solution. Punish the offenders.
There are recidivist laws (increased punishments for repeat offenders) in most (or all) states. A third offense can be charged as a felony (not the usual misdemeanor). But the DA has to charge them that way, otherwise each offense is another first offense.
Decades ago, my poor younger brother got 7 DUIs in 10 years (there was never an accident or injury or reckless driving/speed, he'd just get pulled over weaving his way home at or under the limit from the bars after closing). Always cooperative, never combative. One late night, they brought him to me and begged me to do something, left him with me, and didn't even charge him (I knew most of the small town cops). The whole family was on him during these years, and it had no effect at all. His only drink was Don Q 151 proof rum... which will hammer you sideways.
And every offense was charged as a first offense and he'd plead guilty to lesser offenses at first, and straight up for later offenses (all fines and probation). Finally on number 7, they charged him a recidivist and sent him to jail for 4 months. He served every day, and never had another drop of alcohol in his life, turned into a model citizen, and rose to the top of his profession (industrial carpenter foreman with 30 man crew. And no drunks could work for him).
This story is true, and a blueprint for how the criminal justice system is supposed to work. Except they should have jailed him at #3, not #7.
