I picked up a VTX 1800C front fender.  When I get it mounted up, it seems to sit a little higher than I would like off of the tire.  It seems limited to getting it where I want it.  If I lower the brackets more, the female mounting threads on the underside of the fender will hit the tire before I can get it to the height I want.  Anyone come up with an easy solution?

you need to make sure that the chrome fender mounts are for the proper side (right/left).

When you have the proper mounts on eac fender side you will have to redrill the rear mounting holes. I lined up the 1800C fender next to the original Valk fender to find the area that needed to have to be redrilled.

When done properly it should look like the picture below.

I ordered new brackets.  I had gotten a used pair that were bent and the fender wasnt sitting right.  Yours looks pretty good although Id like to get it as close to the tire as possible.  I did see the right and left markings.  Thanks Moms.
