Higher the number, the more preload, hence the stiffer. There's a mark on the lower portion of the shock that aligns with the numbers (1-5) on the upper portion.

And... when you get to "5" and (for some reason) decide you want to go to another setting... continue on to "1" (turning the same direction all the time).  Don't try going "the other direction".  And... when it does settle back to "1"... it's going to make a sharp "BANG" as the shock lengthens... nothing to worry you.  It's just doing what it's supposed to do.
