I polished some marks off the pipes, and then the next day those spots turned blue...

What causes this, and how to get rid of it? Anyone know.

I'm not sure what caused it.  Looks like something got on it.  And the hot pipes cooked it on.

I start with fine abrasive polish and course cloth.  Push as lightly as possible.  Longer working and lighter pushing is to try and save the chrome.  Try and work only the stain.

If that doesn't do it, you can go to using 0000 (finest) steel wool with the same polish.  Again, push as lightly as possible.

Eventually, you may end up with a choice, a lighter remaining stain, or the chrome rubbed off and scored getting it all off.

I've used this on exhaust pipe bluing.  https://www.amazon.com/Blue-Job-Chrome-Polish-Perfect-Motorcycle/dp/B015GGY61Q/ref=asc_df_B015GGY61Q?mcid=17cd5e8d22563bdc8d09cdb20e542d47&hvocijid=17449403597156423359-B015GGY61Q-&hvexpln=73&tag=hyprod-20&linkCode=df0&hvadid=721245378154&hvpos=&hvnetw=g&hvrand=17449403597156423359&hvpone=&hvptwo=&hvqmt=&hvdev=c&hvdvcmdl=&hvlocint=&hvlocphy=9008187&hvtargid=pla-2281435177378&psc=1

That is true for aftermarket single walled pipes, but OEM pipes are double walled.
This looks like something got on the metal...

Yep it almost looks like something spilled on it, but it wasn't oil and I can't buff it out... Undecided

It's possible that steel wool with a bit of gasoline on hot/warm pipes might get it mostly off (leaving scratches) (wearing gloves).

It's kind of Harry Homeowner, but I've used small pieces of Aluminum HVAC tape to cover small bad spots on chrome.  It sticks good and looks like chrome.  Not on (hot) pipes though.  It might stay put with high heat, or it might not.

A bit of cooked on silver paint might look a little better better than cooked on blue paint.

The ordinary bronzish hazing on your headers might be polished to some improvement.
