Ok, well I found the book on my 98 Valk.  The tubes that were rotted were the drain hoses from the bowls. 
I turned the idle screw on the number 4 cylinder as shown in the manual and now my bike idles.
I tried to start it when I made the adjustments and it would not turn over.  Pulled all the plugs.  The number 3 was locked.
Now to the question.  What is everyone doing to repair as the dealers do not sell a petcock rebuild kit.  Does this mean the petcock diaphram is leaking?  Or is this usually a once in a while thing?
All help is greatly appreciated.   I can pick up a petcock at hdlparts for just over a hundred dollars.  Anyone using the Pingle petcock?  Is this an easy switchover?

There are quite a few using the Pingle. There are vacume and non-vacume models. I haven't changed over yet, but a hydrolock scares the bejesus out of me. If you hydrolocked with no damage to the starter or worse, you are lucky.
One other thing you could consider is installing a fuel filter. A hydrolock means that the fuel flow was not stoped by the petcock and a float valve was not closing completely. Grit getting past the screen can cause this.

I had it happen to me.  I had to put a new rear case on the engine, along with a bunch of gears, etc.  Made me sick,  I put in a fuel filter and and electronic shut off.  It's been two years.  So far, so good.

Being a hydro lock survivor with minor damage, I installed a manuel Pingle & shut it off well before killing engine.

Some fellas are using the Dan Marc valve. Many of us use the manual Pingle valve.
