There's two screws in the headlight shell at about 4 and 8 o'clock just behind the rim as you're facing the headlight.  Remove these and pull the rim forward. The rim is attached to the reflector assembly.  You'll see the plug, remove it.  Then pull the rubber boot off, unhook the spring retainer and remove the bulb by holding the base.  Install the new bulb by reversing the removal instructions.  DO NOT, I repeat DO NOT, touch the bulb except by the base.  If you get fingerprints on the glass the heat from the halogen bulb will significantly weaken the glass at that point and your bulb will fail prematurely.  If you do accidentally touch the bulb, clean it with rubbing alcohol and a lint free cloth or paper.

For the IS you can access them by turning the bars to the lock and it's a simple removal.

It's not as bad as they make it seem. Took me half an hour, and that includes the trip to get the new bulbs before I started. No tools required.

As far as the Standard / Tourer my memory is a bit fuzzy, but as I recall there are two #2 phillips screws at the bottom of the headlight bucket, remove those and the ring and lens should pop right off and the bulb is then accessible from the back.
