Hey Pat, I'm almost certain they all will.  I just checked all the '03 models.  The key to being sure is if the flange nut under the upper triple clamp that attaches to the bottom of the riser (Handlebar & Top Bridge fiche part Cool is 12mm like the Valkyrie's 

What helped me in my recent handlebar / riser change is the riser adapter kit from Baron Customizing.  It's 12mm on the bottom and 1/2" on top and allows use of all the HD-style risers out there WITHOUT drilling the upper triple clamp.  About $20.00.  If you go that route, the HD-style one-piece top clamps are on 3.5" centers and won't work on the Valkyrie.  The Valkyrie risers are on 100mm centers - about 4" - and require individual riser top clamps if you use HD-style risers.

It looks like 1.5" pullback with 3/4 " rise

Maybe this will help........A friend of mine wanted longer risers on her VTX so we got some Valkyrie risers.....they fit ok, but the theaded stud that goes through the tree is shorter on the Valkyrie risers.  I almost didnt mount them for that reason, but I got almost the entire nut engaged.......the end of the shaft was just shy of extending through the nut but it tightended up fine.  So going the other way you will have excess bolt and the risers will move the bars forward and down a tad, but otherwise will fit fine

They will fit.... but the risers size and pull back differ depending on the model of the VTX.   I had put Rivco Risers on my VTX 1800 R (the stock R risers are very short).  My brother who has a VTX 1800C (which are longer and more pull back than the Rivcos) replaced his Risers and I put his 1800C Risers on my 1800R and took my Rivco Risers and put them on my Valk I/S.   I think if you got stock 1800C Risers they would fit fine on the Valk without any cable mods.  However, I can't guarantee it.... it depends on your model Valk.   I know my Rivco Risers are slightly shorter than the stock 1800C Risers.   And, being they are squared, there might be a little hang over on a corner where it sits on the top clamp.

Pat I'm running risers from a 2002 VTX1800C on my interstate as we speak. They're about as tall and about as much pullback as you can get away with stock cables. You can run the stock valkyrie top clamp but the corners of the riser will not be quite covered all the way. I have an xm radio velcroed to mine so it doesn't bother me. If you get the vtx clamp or an aftermarket clampfor a vtx they will be covered. cooldude

A good standard to follow is;
The minimum thread protrusion for male threaded fasteners is one full thread beyond the face of the nut or plastic insert of self locking nuts.
