I want to make a Bobber. Not a classic bobber but more of a modern custom with a "Bobber" look. From my research I have found that the Vulcan 800 Classic makes a good starting point. Any opinions?

I owned a Kaw 800A model for a few years (and it was one of my wife's starter bikes), and the classic is a better bike with the bigger forks and front tire.  These are very nice and bulletproof engines.  A set of decent V & H Cruzer pipes (not straight pipes) and Thunder Mfg air kit, and the bike will haul azz pretty good.  SCOOTWORKS sells a lot of parts for the bike, including a lowering kit for the softail-like rear monoshock.  It is not a great 2-up bike, but a great little solo cruiser.

my second ride is a 2001 drifter. the 800 id great but if your over 185Lbs make sure you buy the preload kit from scootworks for the rear shock. the classic has the same frt end as the 1500. plenty heavy duty and you can mount a wide rear tire ,reversed, on the frt for the proper look.
