IF you are not going to get crazy on the MPH, like under 40, as in a parade or a show of respect for remains or send off and or return of troops, you can make one out of PVC pipe.

Several of the guys who belong to the Patriot Guard Riders made these mounts.

Was going to send ya a picture of it but their site is down.

Capt  Morgan I know has one on his bike.

It is a 'U' that has a nipple for the pipe to be stuck in.     It is make 5 or 6' tall with rings in the top for mounting of the flag.

Mine used to set on the trailer hitch, with a cord on the bottom flag hole mount,  going forward to the seat so as to not let it bend too far and break.  When traveling to an from these missions, my wife made a tube that slid over the rolled up flag with a tie on it.  Tie it on, get there take it off and go do the mission, recover, retie and head for home.

Rivco made a Flag mount that attached to your hitch (ball hitch with an adapter under the ball),

Here is the add a pole piece which you might be able to mount on your hitch for just one flag....

Here is my set up. Poles are 5&1/2 foot, 3/4 PVC with 3/4 oak dowel rod inside. I have had these flags up to 90mph without a problem.
Items used: 2 flag pole holders I got from Ace Hardware, 2 3/4 conduit clamps, 2 hitch pins, 2- 1/4 bolts, nuts and washers, 2 -1" chrome spacers (also from ace), and 16 zip ties (to attach holders to bag rail, 2 per hole.

OK, what I did was bought a cheap receiver for my hitch. I welded a 3 1/2 foot long piece of stainless pipe (1" ID) to the receiver where the ball would bolt up. I filled the bolt hole almost completely by welding so any water could drain out but the flagpole would not pass through. Now I just slide the receiver into place, pin it and drop in my flag, a 3x5 on a 7' pole. When I get to where I am going, usually a Patriot Guard Mission, I pull out my flag and I am ready.
No tape, zip ties or baling wire for this guy. Looks awesome too.
