Fairing Visor

I'm putting an IS fairing on my STD. I was putting the visors on the speaker panels. The HDL page show a number of attaching parts. There is a bolt with nut. A rubber grommet. Next to the nut on the page is a collar. I bought those but do not see how they are used with the visor. Unless the collar is used elsewhere on the fairing. The collar is item 2 part number 19052-KV0-000 and it calls for 6 of them. Can anyone identify where the collar goes? If the link below doesn't work I'm looking at the HDL page for a 2001 IS on the meter page.

I already swapped in the IS main wiring harness so I'm close to being done.

I've had several fairings apart, as well as installing one on a Tourer.  I've never seen or used that collar on any of them....
