Will folks guess now we just don’t have to watch out for drunk drivers and people texting, while we are driving or riding our bikes.  I think the time has come that we should all go out and buy a breathalyzer tester and carry it with us. The reason I am saying this is cause. In indy there was an officer that hit two guys on their motorcycles stopped at red light in the left hand lane to turn. the officer had his red lights on the bickers had nowhere to go cause of oncoming traffic so they just sat there and the officer hit both of the bickers, Killing one and the other one in serious condition.  The alcohol level was 0.19 at 11:00am. I won’t tell you what I think should happen to the officer but I am sure it is not fare from what you all are thinking.  Just wonder what a officer would say or do if you ask him if he would take breathalyzer test when he pulls you over?  Then just wonder what the court system would say when you make a citizen’s arrest on the officer that refused to take the test??   I going out and buy me a tester at the local law enforcement store and just see what happens the next time I get stop for something stupid.
May have to send my results from behind bars.

I didn't read anything in that article about the officer being intoxicated.

Do you have additional information?

This is all just so wrong!

I really hate to see this kind of thing being reported when someone that is in the public service is allegedly found in a bad situation.  If this is the case, throw the book at him.  This is tragic for all involved.

Five previous on-duty crashes

Bisard has been involved in five other on-duty accidents in the past eight years. All were considered minor and did not involve injuries.

In June 2002, Bisard struck a fence, and in December 2003, he slid into a fence. In January 2004, a suspect's car struck Bisard's squad car. In September 2005, he struck a concrete retaining wall, and in August 2007, a suspect's car hit Bisard's squad car.

Do you think theres a problem here with 5 crashes especially with retaining walls and fences? As for carrying around a breathalyzer I wouldn't especially with knowing the policy.

Bisard submitted to a blood draw to test his blood alcohol content, a standard procedure for any officer involved in an accident.

This was the officer in a previous post: "responding to a request for assistance serving a felony warrant".  Now the truth comes out, he was drunk.

Very sad for all involved.

Why is he not in jail? If one of us blew a .19 and killed someone at the same time we would have spent some time in jail.

Indianapolis Metropolitan Police Department officer David Bisard was charged this afternoon with seven felony counts of drunken driving and reckless homicide in a deadly accident involving two motorcycles last week.
A Marion Superior Court judge immediately issued a warrant for Bisard's arrest, with bond set at $10,000, after charges were filed at about 1:30 p.m. today. Bisard's lead charge is a Class B felony count of operating a motor vehicle while intoxicated, causing death, with a blood-alcohol content at or above 0.15. A Class B felony carries a penalty of six to 20 years in prison or a $10,000 fine.

Vell, I see the DA gave his Defense Lawyer an out for him on the DUI's.

Blood draw 2 hours later and also out of site of the investigating officer.

They can say he went to the rest room and consumed a fifth of the Captain.  It is his word against the processing Attorney.   That is one of the duties of a Backup.  Keep a firkin eye ball on the drivers.

I hope he takes responsibility, pleads guilty, saves the court system wasted time and money, and rots.  Break out the checkbook, Indy.
