It's more than that. Humans are evolving. Training methods are evolving. Kids are growing up healthier.
I played in school with a guy who was an all state (IN) linebacker at 160lb. He went on to play at West Point, and put on 80 lb of RIP without any 'roids. He was his class Valevictorian, and a SUPER nice guy. I KNOW he didn't use. He ran a 4.5 40 at 240. He went on to be the strength coach at West Point for a while, then onto the 82nd Airborne where he shrank back to his normal weight of about 175.
I think vision has a lot to do with it. lasik has changed sports. Believe that or not... but I believe it.
Safeties are scary now-a-days. Bob Sanders is AWESOME. Too bad he misses HALF his games. He goes WOT ALL the time, and simply can't keep his body together.
