On my 00 IS at 40mph or slower the volume of the radio goes down. 40 or above it plays very loud. It varies a little on the speeds. Is this normal?

Sounds like it is part of the Automatic Volume Gain. You can control how loud it gets. I'm not sure about the 40 MPH though, on my 2001 I/S there are several levels. I thought one was around 50 MPH, and the other around 70, but could be 40 as well.

Push the V Mode button, maybe a couple times, untill it says AVC. Within 4 seconds, push the Vol switch up or down to select Hi, Low or Off. The volume increases with speed depending on what this is set at. Other controls change things like bass, treble, and Ambience. Same here. Nice feature on the IS radio that can be adjusted to suit your taste.

The AVC only works using the Fairing Speakers, if you plug in a helmet headset it stays on but doesn't adjust as your speed increases.

The radio/CB  control instructions are worth a quick read. Go through it while you're sitting with your bike so you can try everything out.

+1 on getting an operators manual.  Some come up on ebay.  There is a place that also sells them, besides Honda.
You need one to figure out how to run the radio controls!  LOL

Does the IS owners manual contain information on using the radio or is the radio instructions a separate manual. I have a PDF on the CB operation.

IS owners manual has the info on using the radio and controls.  The CB one has more info on using the CB.  Should have both if have a CB.

I'm pretty sure it is based on speed and not RPM.  If I wind it out in 1st and/or 2nd, the radio is not as loud as just cruising at higher speeds with a lower RPM.
