I know you want stock bag measurments. I went with Tsukayu bags. They have thick solid steel chromed brackets made to fit your Valkyrie. I ordered the Valkyrie latches, all for less than half the price of USED OEM. My measurments are 2" from the closest part of the bag, to the fender. My bags sit 1" off my 4" truck stack. I thought this might be a little too close, although that's what it called for in the directions. I wrapped my pipe so not to scratch it. Then layed a 1X4 on the pipe and taped it into place. Then used this to sit the bag on for excact placement on both sides. I've had my bags on and off countless times for cleaning and maintenance, Absolutely no problems with the paint, looks as new. I've seen some mount these same bags and they get them too high and it looks ridiculous. Make sure you follow them fender lines and get it right the FIRST TIME. Measure twice, drill once.
Good luck with whatever you choose
Some pics incase your still on the fence about your bag choice.
I think it looks best mounted like this, you don't want the bags higher than the fender. I have yet to mount my 36" truck stacks and "Grumpy's Rytek tips" Life keeps getting in the way. I will be selling these "as new" slash cut pipes soon.

Shot from the rear

Those are my old Leatherlykes on my buddies Valk, mine up front. I know they do the same job, but I'm soooo pleased with how these turned out. I call his bike the "school bus" Those things are bulky and square and take away from the good looks of the Valk.

My new bags also came with this fine female unit, gets what I want out of the bags and wipes any evidence, (fingerprints)

These are the brackets, nice chrome job. I just leave them on now, even when riding with the bags off.
Again, good luck with your project
