"The bill requires the Texas Department of Insurance to prescribe a standard proof of health insurance for issuance to persons who are at least 21 years of age and covered by an applicable health insurance plan." tickedoff

And Sidecar, did you see kids under 5 have to be in an "attached" sidecar? No more pulling the pin if they misbehave!  2funny

I think you've figured it out already.  They substituted proof of coverage by a health plan for proof of financial responsibility.

I believe the state congress only meets every other year, so there shouldn't be anything new this year...

I believe the state congress only meets every other year, so there shouldn't be anything new this year...

The session was last year when the laws were passed, but some didn't take effect until this year, or so I'm told by the LEO who sent the original link to me.

The best thing that came out of this is ALL riders have to take the motorcycle safety course to get a motorcycle endorsement on their license. But, The problem is, not all riders have the endorsement!
 If they get pulled over, I hope they get a big hit in the pocket book, as really this is the only way to make an impression on people. Cry Oh, Yeah, and tow their motorcycle to the pound!  tickedoff

I recall seeing something last year that stated that they had increased penalties for riding without an "M" endorsement, to include impoundment and probable confiscation of the motorcycle.  That seems way over the top to me.  Especially if a similar penalty is not enacted for driving a car without a license.  I'm not sure what that penalty is, but I don't think it includes confiscation of the vehicle.  I'm not talking about driving with a suspended/revoked license.  I'm talking about driving without ever having received one in the first place.

Of course, I caught all sorts of hell trying to set up a title jointly between my name and my wife's.  The courthouse flunky told me I couldn't register it with her name on it if she wasn't insured on it (she doesn't have an "M" endorsement, and had no intention of riding it herself).  I told the flunky that she wouldn't be operating it.  Just listed amongst the owners.  Said flunky finally gave in, which tells me there's no rule against it, the flunky just didn't like it.

there will be a legislation day in Austin in January. Last year we had 5000bikes(riders) show for this. If anyone can make it it is well worth the trip. I believe it is the 1st Mon. but i will post exact date when available.we're hoping for a huge turnout this year. Awesome sight seeing 5000 walking up to the state capital !!!

Rocketman, just to let u know, our Valk title was in my name only, I don't have a license, at all, but it was financed under my name. when we went to the DMV we just had to pay an extra $16 to get it in both our names, and also, ownership passes to either surviving spouse.
