Isn't there anyone in some office somewhere, in charge of accounts payable, or in charge of just plain common sense that can say "NO"? I'd like to know what other heads of state are having their countries pay for their trip.
How did the position of president morph into what it has become? It was not set up that way. The president was the one who was supposed to implement policy and law created by our representatives, not the other way around.
