The tazer didn't work because he was coked up or on meth; it's a common problem for law enforcement nowadays. I had a cop tell me a while back that they had to shoot a guy in the leg a while ago because he was totally out of control and nothing could be done about it. They had tried everything in their arsenal, knew what the problem was and didn't want to use deadly force and one of the older officers said he could get him under control and shot him in the leg with his 44. Needless to say, it worked.
