Now, negative numbers are not too uncommon for Wisconsin. Back in ’93 (I think) we had 23 days straight were the HIGH temperature was below zero!! Then it warmed up to 35 to 36 for about three days, then straight back to below zero for another 17 days straight!! I remember ‘cause I wanted to go skiing so badly one weekend, and my car wouldn’t start (wonder why) my father said I was nuts to even consider it. I was SO sick of being stuck in the house, I had to get out!!

When I was stationed at Loring AFB in northern Maine in the late 50's to early 60's, temps(not windchill) in winter ranging from -35 to -45 were not uncommon. One winter they set a record as I recall, went for over 20 days in a row where the temp never got above -20. Everything was freezing up, fortunately we also had well over 100" of snow so we could bank it up against the house or mobile home. When we first got transferred to the base, we were warned about NOT relieving ourselves out on the flightline. Call for a shuttle to come get you, you'll be sorry otherwise. A couple guys didn't listen and got almost instant frostbite on their "extremity." One guy wasn't circumcised when he went in the hospital, he was when he came out....plus a bit more. They both were reduced in rank, plus made to speak to various outfits on base during commander's call in order to emphasize what can happen. When they explained what they had to go through, I can't imagine the pain.
