I have a 99 IS and the front clip on the right side panel is broken off.  Any suggestion on how to secure it so I do not accidently loose it?  Also how is the easiest way to mount an auxillary power to run my GPS and where do you recommend mounting it?

You'll probably find several side / center cover repair suggestions by searching the Tech Board.  If replacement of the side cover is in your future, the good news is that side covers are MUCH easier to replace than the center cover, and typically more plentiful - especially black ones. 

I ran with black electrical tape holding my RH side cover on for a long time.  A better (and possibly permanent?) solution is velcro. 

My GPS power is run off the switched side of an auxiliary panel I installed under the RH side cover and goes up to the permanent mount.  My cigarette lighter adapter comes off the unswitched side of the same auxiliary panel.  The female end is mounted under the fuel selector on one of the engine hangers.  Another search of the Tech Board will produce more than you want to read about auxiliary power panels.  There are lots of good ways to do it.

I have done this fix a couple of times with staples melted into the plastic and JB welded over that, sculpted to perfection with a dremel.

My variation along this theme used a wide crown finish staple. Lighter gauge, easier to bend and to melt into the plastic. Sure helps having a spare pair of hands to help and I would be glad to walk you thru the fix if you are in this neck of the woods.

If it is a clean break and you have the busted off piece, I bet you could fix it with ABS glue from
Lowes... here's pictures of how I fixed one of my side covers, it has held for about three years now...
You won't have two things glued together, rather the "glue" is a solvent and they'll be one
piece again... (that's how I understand it...)

Most of the glue types around here only work on PVC, since that is the prevalent kind of DWV pipe, so
if you try it, make sure it says ABS on the can...

i think i'll do the staple and glue just for the fun of it ...
reinforcement against breakage ...      Smiley
i don't take the covers off unless i need in there ...
and very gently ...     coolsmiley
