Is the "reese type hitch" a receiver hitch? If so, mine measured 11-1/2" (from the bottom of the box). I don't know how much that's gonna help you though. My Valk was sitting on it's side stand when I measured it. (I couldn't figure out how to hold it up and measure at the same time.  Undecided ) Also, I've got 11-1/2"shocks. So it's going to measure lower than a Valk with stock shocks.
The hitch is a Big Bike Parts receiver hitch.

I built my trailer, put on the hitch, then added the tongue.

I ended up with a 2" drop in the tongue.

Bike - ---------\_________trailer.

            Tongue  above.

All the above is, is cut a 'V' out of the tongue through to the flat material, bend it down, weld it back together on the outside, make the 2nd cut at the drop or uprise ya need.  Weld it again on the outside, then cut a plate to put on the inside of the tongue for more support, weld it in, grind down the outside, paint or chrome the tongue..

Pulled the trailer many many miles that way.  NO problem.   Changes bikes, the tongue not at the right height, do it again on a different piece of 'C' angle iron.

Receiver hitch, you can always buy the desired 'rise' or 'drop' on the hitch......

Mine is 16.5 inches to the top of the ball. I had the same thing done to my trailer tongue that RJ talked about. If anything you don't want they tongue going up towards the back of the bike. It will cause awful handling problems, especially when stopping.

I believe mine is at 14.5 inches top of ball, with stock shocks. Hitch doc hidden reciever.
The " box " is 2" below fender but hidden by saddle bag rails.
