Tourer vs Standard rear fender

Is there a difference in the tourer and the standard's rear fender?

I am adding National Cycle fender tips to them. The front one mounted no problem, but the rear one seems not to fit - seems narrower than the fender, making me think the tourer's rear fender might be slightly wider than the standards?

Or is there a secret tip to install the rear fender's tip?
