So these are nylon sleeves, not a bushing at all, ridged.

Did you notice any difference in your ride comfort then?

Did you need to modify to fit, cut shorter?

Garry the bearing guy sells better quality bushings for the Valk/VTX, neoprene I think, so you still get cushioning from them, rather than the ridged nylon one. I'm also sure Garry said that the top/bottom bushings are the same.

I think it is that there is more presure on the tops than the bottom, and they fail 2-to-1 more often.

No mods needed.  Just put them on the shocks and bolt them on.  3 years on the VTX and 2 on the Valk.  It's all good.  I probably would have gotten the VTX F model bushings if I had known about them back then.  Got the idea from VTXOA board when I found my X had gone bad in 4000 miles.  They were bad when I got my IS.

as all the bshings on my 01 i/s are teh same top and bottom, why did someone you say they only fit the top?  why not all four spots?

The right bottom one had a metal bushing in it and was ok.  The left was ok.  I left them alone and just changed the bad ones.  Look like they will fit the left bottom easily but I'm not sure about the bottom right side ID where the metal bushing is.  Mine is an 01 IS also.

Only thing I notice is no dancing in the rear end. They are the right length. Only thing you have to do is use a C clamp to install them in the shock.  That's what great about the board. You can buy what you want!
