So I got some Highway Hawk billet grips (I always ride with gloves), and attempted an installation today.
I believe the OP is referencing their all billet grips [No Rubber Components] in which case "Hair Spray" doesn't stand a chance.
The clues: Left grip set screw and "I always ride with gloves."
I would suggest 2 things for the throttle grip.
1.) Rough up the throttle sleeve as you have
and the inside of the new throttle grip also with coarse sand paper and try the Honda Grip Glue again. But, this time let it cure for at least a day. 48 hours would be better.
And, carry a cheap rubber grip in the event the throttle grip cuts loose away from home. Operating by throttle sleeve only is possible, but your fingers may wrap around to your wrist.
Too bad a set screw won't work with the nylon throttle sleeve. Risk of binding is very high!
2.) Still having problems. Get a hold of the manufacturer for suggestions.
