Question for all the electrically proficient among us. Can a relay cut out and come back on.
Also if I shut of my driving lights and turn them back on in a couple of secs nothing. I have to wait
10-15 secs before they will come back on. Bad relay???

Are you sure there is a relay?  If so, then yes it could be the problem.  It could be your switch.  It could be a connection that is heating up or intermittent.  It could be the fuse that is powering that circuit or the connection where the fuse is installed.
Tell us more.  Do you mean that if you turn the switch on and leave it on, the lights will eventually come on?  Or do you just turn it on later and it works?  Could be the ground for the lights or the relay.

It sure could.
I converted my I/S outside trunk brake lights to function as turns too. As per Chet's design in "shop talk".

I have 2 relays one left & one right. The left has been finicky for a few years, so today I replaced the relay and all is good now. Or so it seems so far.
Actually I replaced both relay's so I don't have to go back in there too soon.

Ok Talked to a friend who suggested I check wiring on switch since I had not grounded same.
Turns out 3 terminals use one side for ground. I was useing it without a ground and had it switching current through wrong side. I had it working with the light coming on when I switched it on. Problem with that is that was the wrong terminal and only passing about 3 volts back to the relay.
Added ground to the lighted side and changed wire to relay to the other switch terminal. Switch now lights and passes 12 v to relay. Thats what I get for ignoring instructions. swith will work without ground if you dont need switch light to come on. Live and learn lol.
