The caps of my handlebar risers are held in place with two set screws each.  They are supposed to turn with the use of a hex wrench.  I have both metric and standard hex wrenchs.  In both cases, one hex wrench barely grabs, then just spins while the next size up doesn't fit at all.  I picked up a kit that will spin them out, but I realized that I don't have enough clearance Clarence to use it.  Supposed to use it with a drill, but the outer two set screws will have the up-turned part of the bars in the way, and the inner two set screws are only about 2 or 3 inches apart (facing each other).

Any ideas how to back these suckers out?

You might need a hex key set that includes 64ths.  I've had a few tricky ones that were 7/64.  No metric one would fit, as a 2.5 mm would spin, and a 3.0 mm wouldn't fit.  Same with 3/32 and 1/8 wrenches.

Exactly!!!!!

Was in Sears and didn't see any with smaller incremints than 32nds.  Guess I'll have to go through the internet or catalogue.  Nothing is easy, hunh?

Thanks, Bobbo!

I recommend the Wiha ball end set, number 36991.  Amazon has a good price:
