just noticed today the 2 front bolts (6-32) that hold the front fender on are missing.
i have an 00 I/S and had been noticing a rattle. thought it was the faring being loose, but it was
the fender bouncing up against the front forks.
i picked up 2 bolts at the honda dealer but they didn't have the torque values.
anyone know what that value would be?
i put them in and tightened them up and , viola, the rattle stopped.
now i just want to make sure they are tight enough and don't vibrate out again.

Not every bolt on the bike has to be scientifically torqued or it will explode.....youre fine how it is

I don't think I'd stick a torque wrench on a 6-32 fastener.  If it doesn't break, its tight enough.. If you don't it come back out, you could add some lock-tite..

he has the nomenclature wrong, they are actually 6 x 32 (6mm x 32 mm long)

generic torque spec for a 6 mm bolt is 7 lbf-ft

There's not much vibration there, so it's hard to imagine those bolts getting loose unless the nuts were only finger-tight.  Maybe someone had the fender off for a fork seal change or something, and hand-tightened everything during reassembly, but forgot to use a wrench later.  I did that once with the muffler bracket nuts when I changed a tire.  Lost one of the four.  Like others said, I wouldn't worry about the torque value on a bolt that small.
