Insert each one into the tree. Put the front wheel on with the axle just barely cinched up. Take bike off the jack and set it on the ground. Bounce it up & down a couple of times and tighten the axle.
Now tighten the nuts on the top and the cinch bolts in the tree. Bounce the forks up and down again to make sure ya didn't get a bind in the tubes. If ya got a bind, take her loose again and follow the above steps again and this time don't put so damn much muscle on the breaker bar.
Jack bike back up, remove the front wheel, install the fender, now install the front wheel, speedo gears and tighten as directed in the service manual.
Take jack out and take a short test ride. if it isn't stiff, forks move up and down easily when riding you is good to go. Enjoy your ride.
I didnt do all that bouncing around until it was time to finish the front wheel.......when I had my forks rebuilt I did the r/r. All I did was slide the fork tubes back into the same spot they were in (marks in the tubes) tighten the pinch bolts and that was that. Fender on lightbar and wheel. Been perfect ever since. The important part is to make sure the tops of the forks are right at the tops of the tree and both the same. Pays to take a good look before removing
